Phil Ashford is a Senior Project Manager at the Vulnerability Knowledge and Practice Programme (VKPP), a Home Office-funded programme tasked with promoting promising practice and supporting evidence-based approaches to policing vulnerability, including child sexual exploitation (CSE).
The VKPP works in collaboration with forces, relevant NPCC leads, NCA, College, HMICFRS and range of external partners to gather a more detailed understanding of current practice and the interventions deployed to address vulnerability and the serious violence threat.
The VKPP also owns and coordinates the response to the National Vulnerability Action Plan (NVAP). This includes benchmarking force activity, progressing relevant national actions and maintaining its content based on emerging learning from national reviews/ research.
The VKPP has recently carried out a meta-analysis of practice reviews to support improved police practice in regard of vulnerability. During COVID19 the programme has supported police forces to adapt to the current context and share emerging trends and promising practice.
