Investigator - Local Government and Social Care Ombudsman (LGSCO)

Emma Stephens is an investigator for the Local Government and Social Care Ombudsman (LGSCO). The LGSCO investigates complaints from the public about councils, council commissioned services and social care providers. It carries out impartial, rigorous and proportionate investigations; makes recommendations to remedy personal injustice to the complainant; and, uses what it learns to help improve services.

Prior to joining the LGSCO, Emma worked as a social worker with women and children affected by sexual exploitation. In 2020 she completed her PhD, ‘Children’s Rights in Practice: young people’s perspectives of working with professionals in the context of safeguarding and supporting children who have experienced sexual exploitation’.
